I lead AI and cybersecurity projects in banking, insurance and public administration that must comply with the EU AI Act, NIS2 or DORA without turning compliance into paralysis.
I’m José Enrique Ibarra, AI Project Manager and interim CIO. Since 1995 I’ve led IT projects in banking, insurance, public administration and agrifood, more than 20 of those years running the technology function. Sectors where «the system was down for a while» is not an acceptable sentence.

EU AI Act: from strategy to results. No project without compliance.
An AI project in a regulated sector isn’t won by meeting deadlines. It’s won by making the hard decisions well: what data you can use, what model you can audit, what risk you take on and what you don’t.
That’s why I put risk management up front, not at the back. NIS2, DORA and the EU AI Act aren’t a layer added at the end of the project; they’re part of the design from day one. I’ve done it in banking, in insurance and in public administration, and the lesson is always the same: compliance done well speeds a project up, it doesn’t slow it down.
Every project goes through the same question before it starts: does this solve a real business problem, or are we buying hype? If it’s the second, I’ll tell you. And if it’s the first, we deliver it with governance, security and compliance from day one, not as a patch at the end.
