José Enrique Ibarra, AI Project Manager, regulated cybersecurity — Almería

Four roles, one profile

Hire an AI Project Manager: services for your organisation

Four specialisations that share the same foundation: technology leadership, rigorous project management, European regulatory frameworks applied in practice, and experience in sectors where compliance is not optional.

AI and cybersecurity

Programmes of generative and agentic AI in regulated environments, with governance under the EU AI Act, risk assessment and coordination between Business, Compliance and IT.

  • → Use cases prioritised by value and risk
  • → Pilots with business metrics
  • → AI Act framework made operational

PM in regulated cybersecurity

Support on DORA, NIS2 programmes and ISO 27001 alignment, with coordination between Risk, IT, Compliance and critical external suppliers.

  • → Banking operational resilience
  • → Zero Trust architecture and SOAR/SOC
  • → Major-incident reporting

IT Project Manager

Complex IT programmes in banking, insurance, agri-food and public administration, with agile methodology and demanding vendor management.

  • → Multi-supplier coordination
  • → Critical migrations with no downtime
  • → Technical and executive reporting

CIO / IT leadership

Leadership of the technology function in organisations undergoing regulatory or AI transformation, reporting to the CEO or board. 15+ years as Chief Technology Officer.

  • → IT governance and board
  • → Technology strategy and departmental budget
  • → Vendor management and regulatory compliance

In some organisations this profile is also referred to as CIO, Chief Technology Officer, Head of IT, AI Program Manager, AI Delivery Manager o Senior IT Project Manager focused on AI and regulated cybersecurity. The scope is the same: leading the technology function or leading the delivery, governance and compliance of AI programmes in environments subject to DORA, NIS2, the EU AI Act and ISO 27001.

Why me and not another profile

Four reasons a regulated board saves months by hiring me instead of a generalist PM.

01 European regulatory frameworks applied, not theoretical

DORA, NIS2, ISO 27001 and the AI Act translated into backlog, test plans and reporting to the regulator. I don’t offer consulting: I offer delivery. As an AI Project Manager DORA NIS2, I translate each article into an actionable backlog.

02 AI Forge: a working lab

I run a personal lab of AI applied to compliance, where I test use cases before proposing them to a client. Demonstrable in an interview.

03 Regulated sectors with no learning curve

Banking, insurance, agri-food and public administration. I know the language, the audit cycles and the constraints of each.

04 Bilingual documentation ES/EN

Technical and executive reporting in both languages. Working meetings in Spanish; professional reading, writing and comprehension in English.

Como AI Project Manager DORA NIS2, I orient every programme towards real compliance, not PowerPoint. Regulatory requirements are translated into an actionable backlog for the team.

Regulated banking · DORA and NIS2 in ICT operations

Diagnosis and compliance-plan work for NIS2 and ISO 27001 in an insurance environment, with coordination between the technical committee, regulatory committee and external suppliers. Focus on security governance, incident management and the supply chain.

Frequently asked questions

Frequently asked questions

Before you write: frequently asked questions

Quick answers

Which clients want to hire an AI Project Manager for cybersecurity?

Organisations delivering programmes with European regulatory demands: banking, insurance, agri-food, public administration and universities. I’m especially a good fit when the board needs a PM who already knows the language of DORA, NIS2, ISO 27001 or the AI Act with no learning curve.

What is my preferred engagement model?

Priority: a permanent role as CIO, Chief Technology Officer or senior in-house AI Project Manager, reporting directly to the CEO, board or equivalent and with real autonomy over the function or programme. That said, I also value interim management, a monthly retainer or assignment to critical milestones when the challenge is well defined and the impact justifies the model. We nail down the details in the first conversation.

Are you interested in a permanent CIO or Chief Technology Officer position?

Yes, it’s actually my preferred model. With 15+ years as Chief Technology Officer and 30+ years in IT, I fit organisations that need to lead the IT function while tackling a regulatory transformation (DORA, NIS2, EU AI Act, ISO 27001) or an AI programme with business impact. I especially value boards with real autonomy over technology strategy, budget and vendor management. In particular, regulated sectors: banking, insurance, agri-food, public administration and universities.

Working model and location?

Based in Almería. Remote by default, with on-site presence at the client for committees, key milestones or team sessions. Generally available for roles in Spain and, remotely, for European organisations with bilingual ES/EN documentation and reporting.

Fee band or salary range?

The usual market band for senior AI Project Manager, cybersecurity and Cybersecurity PM profiles in Spain, with specialisation in the European regulatory framework (DORA, NIS2, EU AI Act). The final figure depends on the model (permanent, interim, retainer or assignment), commitment, sector and duration. I confirm it in writing after a first fit conversation.

How do you fit roles like AI Program Manager or AI Delivery Manager?

A perfect fit. The functions of AI Program Manager (multi-project AI programmes with several teams) and AI Delivery Manager (end-to-end operational delivery of AI solutions) are within the scope I already cover. My differentiator, however, is adding the regulated-cybersecurity layer (DORA, NIS2, EU AI Act, ISO 27001) that many financial, healthcare or critical-infrastructure organisations need.

How to contact you for an interview?

Email jose@joseenrique.es for programme descriptions, JDs or RFPs. LinkedIn for an initial conversation: linkedin.com/in/joseenriqueibarra. I usually reply within 48 hours, unless I’m in the middle of a deployment in AI Forge.
